ACA and AIBS support critical Victorian reforms

The ACA has joined forces with the Australian Institute of Building Surveyors (AIBS) to support critical reforms that will transform accountability in Victoria’s building industry. Key provisions in the legislation include rectification orders up to 10 years after occupancy, a first resort domestic building warranty, and a developer bond scheme.

The Victorian Government’s Building Legislation Amendment (Buyer Protections) Bill 2025 represents a breakthrough moment for consumer protection and industry integrity. This legislation directly addresses issues many of us have witnessed firsthand: homeowners left without recourse when facing building defects.

Why this matters to ACA members

The bill introduces three transformative provisions:

  1. Rectification Orders – Empowering regulators to direct builders to fix defective work during construction and up to 10 years after occupancy
  2. First Resort Domestic Building Warranty – Creating a genuine financial safety net for consumers
  3. Developer Bond Scheme – A 3% levy on all residential building projects over 3 storeys in height to be held as security for the rectification of defects

For too long, building practitioners who uphold high standards have been undermined by poor performers. These reforms will level the playing field for quality-focused professionals while rebuilding consumer confidence.
